Mr. Talabi Samuel Adeyingbo was born on September 14, 1938 at Odonopa, Idona. He attended St. Mary’s Anglican School, Ijebu Imusin, from 1946 to 1956. He obtained his Teacher Grade III Certificate in 1958, and later passed his G.C.E A/L (three subjects at a sitting). He earned a Banking Diploma (A.Cd.B.) in 1967, and Associate of Chartered Institute of Secretaries in 1968.
He attended the Trainer Courses at the Industrial Society, London (1979 -1981) and Royal Institute of Public Administration, London (1981) before doing his attachment training with Federal Reserve Bank of New York, Morgan Guarantee Trust, New York, and Bank of England.
He served as a teacher from 1955 to 1962 before joining the West African Examination Council, Yaba, Lagos, from 1962 to 1963. He worked with the Central Bank of Nigeria as Clerk and Supervisor (1963 -1968); Senior Staff (1969-1984); and Executive Staff (1985-1989), retiring as an Assistant Director with five years’ experience. He was the pioneer lecturer at the CBN Training Centre in 1976. He left the training centre as Vice-Principal.
He was the leader of the team sent to London to reconcile Nigeria’s debt to the London Clubs of Creditors in 1987, and pioneered the conversion programme set up to reduce Nigeria’s external debt by converting it to equity. He was retained on contract after his retirement in 1989. He was Secretary to the Debt Conversion Committee, an inter-ministerial committee of the CBN Governor and Ministers of Finance, Justice, Industry, and Secretaries to the Federal Government.
He was the pioneer lecturer in the Practice of Banking for the Chartered Institute of Bankers of Nigeria when it started its own examinations, serving as Chief Examiner for Practice of Banking I (1981-1994) and Chief Examiner of Practice of Banking (1987-2000). He acted as a consultant on the subject after retirement in 1989.
He became an associate of the Chartered Institute of Bankers, London, in 1968 and a Fellow of the institute in 1981.
He authored the following books:
1. Lending: Principles and Practice by Talabi, S. A. and Onanupa A. T. Published by CESAP of Ogun State University.
2. Practice of Banking in Nigeria by Talabi, S. A. Published by CESAP of Ogun State University.
He was awarded the Certificate of Commendation for his excellent service as Chief Examiner in Practice of Banking I (1981-1994) on November 24, 1994, and the Chartered Institute of Bankers’ Certificate of Commendation as Chief Examiner in Practice of Banking (1987-2000) on April 25, 2001.
He is currently the National Patron of Christ Morning Star of Nigeria (Anglican Communion) and Patron, of Anglican Christian Fellowship, St. Mary’s Church, Ijebu Imusin. He is married to Mrs. Victoria Olanike Talabi.
