Born on February 5, 1944 in Ijebu-Imusin, Professor Balogun had his primary school education at Emmanuel School, Isonyin from 1950 to 1956. He moved to Ijebu Muslim College, Ijebu-Ode where he had his secondary school education from January 1957 to December 1963. He then proceeded to Ahmadu Bello University, Zaria on a Federal Government Scholarship in 1964, where he studied until 1967 to earn his B.Sc. in Mechanical Engineering in 1957 before moving to the United Kingdom where received both his M.Sc. and PhD degrees in Industrial Metallurgy at the University of Aston, Birmingham, UK, between 1968 and 1971.

Professor Balogun began his teaching career as a Pupil Engineer at the Western Nigeria Ministry of Works, from where he joined the University of Lagos as Lecturer Grade II in 1972. During the course of teaching career, Professor Balogun has taught many undergraduate and postgraduate courses, and supervised numerous research projects leading to the award of Undergraduate, Master’s and PhD degrees. He was appointed as Professor of Mechanical Engineering on October 1, 1983.  Prof. Balogun has at different times served as Head of the Department of Mechanical Engineering, Head of Metallurgical and Materials Engineering, and Dean of Faculty of the University of Lagos.  

He was a UNID Fellowship trainee in Iron and Steel production in three Russian and Ukrainian plants in 1973, Commonwealth Visiting Research Fellow at Steel and Castings Research and Trade Association (SCRATA), Sheffield and at Sheffield University Department of Materials Engineering from 1976 to 1977. In 1984, Prof. Balogun was a Visiting Research Fellow at the Central Metal Forming Institute and the Hindustan Machine Tool Company, both in Hyderabad, India.

Professor Balogun has been a Consultant Engineer, at Messrs Spralt Engineering Ltd. since 1983.  He is a Chartered and COREN-registered Engineer and member of the British Institution of Mechanical Engineers (MIMechE), member of the British Institute of Materials (MIM), a Fellow of the Nigerian Society of Engineers and Nigerian Academy of Engineering. 

He was at various times a member of many COREN and NBTE Accreditation panels for Mechanical Engineering, Production Engineering and Metallurgical and Materials Engineering degrees and Higher Diploma programmes of universities and polytechnics.  He also served as External Examiner to 12 Nigerian universities and several others outside the country, including Fourah Bay College in Sierra Leone, the University of Tanzania and Makerere University in Kampala, Uganda.

Professor Balogun for several years served as Chairman, the Technical Committee on Iron and Steel of the Standards Organisation of Nigeria and the Nigerian Society of Engineers Examination and Certification Board. He was Chief Interviewer of the COREN and NSE Professional Interview panels for Mechanical, Production and Chemical Engineering between 1988 and 2002. He was a member of the Raw Materials Development Council Task Force on Bass Metal, Iron, Steel and Engineering Services in 1989 and a the Engineering Materials Sub-committee of the National Council for Engineering Infrastructure in 1990.

Professor Balogun has served as a member of the Governing Council of the University of Lagos, a member of the Nigerian Society of Engineers, a member of the Council for the Regulation of Engineering in Nigeria (COREN), a member of the Governing Council of Yaba College of Technology; member of the Governing Council of Abraham Adesanya Polytechnic and member of the Nigerian Institute of Management. Between 2007 and 2011, he was the Honorary Secretary and member of the Governing Council of the Nigerian Academy of Engineering. He was a member of the Academic Brief Committee of Crescent University, Abeokuta; Caleb University, Imota; and Fountain University, Oshogbo.  He is a Contract Professor of Mechanical Engineering at Bells University of Technology, Ota.

Professor Balogun was awarded the UNIDO Fellowship for Iron and Steel Engineers from April 1973 to September 1973, and the Commonwealth Academic Staff Fellowship from October 1976 to September 1977.

Professor Balogun is a member of Magodo Associates, a social welfare and investment club based in Magodo Phase I, Lagos. He also belongs to the Diplomats, a socio-investment association with membership mostly from the southwest and currently headquartered in Oyo, Oyo State. He is a member of Patron Club 85 of Ijebu Imusin, and the past President, of Isonyin Meji Circle. He loves adventure in the outdoors. Reading and watching all kinds of sports are among his favourite passions. Professor Balogun is married to Mrs. Titilayo Omokunbi Balogun and they have four children.
